1.  The Regional Championship will be awarded to a qualified club that can provide the necessary experience and, at a minimum,      the following facilities needed to host the shoot:

              a) At least a 200 target Main Event held on two courses with a minimum of 13 stations each to be shot over 2 days                   (Saturday, Sunday)
                  Example of target distribution each day is 100/100 (2 courses)
              b) 100 target Preliminary Event
              c) 100 target FITASC Event (old or new style)
              d) Minimum 50 target Small Gauge events that must be shot on a course
              e) 100 target NSCA Five-Stand event
              f ) NSCA Pro Challenge Game
              g) All events must follow the guidelines of paragraph IV-D-6 of the NSCA Rule Book regarding multiple events on a single                   course.
              h) A practice sporting clays course is recommended.
              i ) Practice 5-Stands are recommended.
              j) ALL Events including the PRELIMINARY EVENTS will be squadded.
              k) 2-3 shooting games are DESIRABLE but Not Required.
              l) Adequate facilities (i.e., clubhouse, restrooms, catering, space for vendors)
              m) Acceptable hotels and restaurants nearby, camper facilities for at least 20 campers.
              n) Adequate parking space on or very near venue and shuttle transport if required.

2.  Clubs must propose three dates in different months of the year. These dates will be numbered in preference by the club.
     The five (5) Regional Championships, World English, US Open, and National Championship will all be in different months allowing
     the NSCA to form the NSCA Championship Tour. The NSCA Competition Committee will coordinate the dates of the Regional
     Championships with a goal of holding one event each month for eight months. The dates of the shoot must be published at least 6
     months prior to the shoot. (Please note that the 2013 World English is April 25-28, 2013, US Open is May 13-19, and the 2013
     National Championship will be either October 21-27 or October 28 – November 3.)

3.  The club will provide practice fields prior to the first day of registered events and at least 30 minutes before event flight times.
     (Practice 5-Stand and Practice Course)
     Example: Main Event starts at 8am; Practice opens at 7:30am.

4.  Main Event Awards will be Olympic style medals designed and paid for by NSCA for event Champion, Runner-up, and Third and for
     Champion, Runner-up, and Third for Sub-Junior, Junior, Lady, Veteran, Super Veteran and Senior Super Veteran. NSCA will also
     provide Olympic style awards for Class 1st in Master, AA, A, B, C, D and E. Additional medals for this event may be purchased
     by the host club.

5.  All competitors may register in advance for this event with a $100 deposit.

6.  The shoot shall use certified and experienced referees, preferably at least 18 years of age and, ideally, experienced shooters not
     shooting in the Main event.

7.  Options for the Regional Championship will be determined by the host club. All payouts and awards will be mailed out within 15
     days of shoot completion. All participants will receive a mailer or email showing all winnings and payout information.

8.  Shoot-offs shall be held the same day the event is completed. Shoot-offs for ALL events must be conducted near the clubhouse
     with traps used exclusively for shoot-offs. The shoot-off procedures will be determined by the host club. Adequate lighting is
     required to hold shoot-offs.

9.  The host club is encouraged to host a social function.

10. All Regional Championship events (including small gauge) will be REGISTERED and NSCA daily fees charged. State daily fees
     will also be collected if required by an approved state association at the time the shoot is approved.

11. All Regional Championship Main and FITASC events will be Team USA qualifying events. Clubs may bid on Major FITASC
     Championships at a later date to replace their proposed FITASC side event. Bidding for the National FITASC and FITASC World
     Cups will open in February.

12. If any additional fees are to be added to the published entry fee, such as state sales taxes, the amounts must be disclosed in the
     application and all programs, shooter forms and advertisements if fees are quoted in those ads.

13. For the purpose of hosting a Regional Championship there are five (5) geographical regions throughout the United States. Each
     region will host a Regional Championship annually. Below is a listing of states within each region. See Regional Map.

     Northeast: Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, New York, Connecticut, Pennsylvania, New Jersey,
                     Delaware, Maryland, Virginia, West Virginia, Ohio

     Southeast: Tennessee, North Carolina, South Carolina, Georgia, Alabama, Florida, Puerto Rico, Jamaica

     North Central: North Dakota, South Dakota, Nebraska, Kansas, Minnesota, Iowa, Missouri, Illinois, Wisconsin, Michigan,
                          Indiana, Kentucky

     South Central: New Mexico, Texas, Oklahoma, Arkansas, Mississippi, Louisiana

     West: Washington, Oregon, Montana, Idaho, Wyoming, Colorado, Utah, Nevada, California, Arizona, Alaska, Hawaii

14. Ranges desiring to be considered for the Regional Championship will submit a bid form to their Regional Delegate by January 15,
     2012. Selection of bid winners will be made by the delegates from each region and approved by the Competition Committee and
     Executive Council.

15. Host clubs must have a Contingency Plan on file with the Regional Delegate. The Contingency Plan will cover course layout,
     parking, facility management, scoring, how to determine Regional Championship champions, and registration in the case of a
     natural disaster such as flooding, tornado, etc.

16. Any changes from the Regional Championship shoot criteria or original bid from the host club must be approved by the NSCA
     Executive Council.

     TIMELINE FOR 2013 REGIONAL CHAMPIONSHIP APPLICATIONS:
              1. Apply for the shoot by January 15, 2012.
              2. National Delegates within the region will vote on the Regional Championship location by January 25, 2012.
              3. NSCA Competition Committee will coordinate dates and send to the NSCA Executive Council by January 29, 2012 for
                  approval.
              4. NSCA Championship Tour Schedule will be announced by February 1, 2012.

17. To be qualified, the shoot management must be in good standing with the NSCA at the time of the application and must retain
     that standing through the year the Regional Championship is held, and must have managed a State, Zone, or Major Shoot (150
     NSCA registered shooters in the Main Event) in at least one of the three years preceding the invitation.

18. The NSCA Advisory Council will be involved in decisions as well as assist at registration, scoreboard, shoot-offs and awards
     presentation.

19. Voting Procedure:
     A. An electronic ballot will be sent to all NSCA National Delegates in the region by the NSCA Regional Delegate by January 20,
         2012.
     B. The deadline for all ballots to be returned to the Regional Delegate is January 25, 2012.
     C. The Regional Delegate will then send the results to the NSCA Competition Committee for approval.
     D. Once the NSCA Competition Committee has approved the bid it will be sent to the NSCA Executive Council for final approval.
     E. The 2013 Regional Championship locations will be announced by February 1, 2012 along with the NSCA Championship Tour
         Schedule.
